The new corona virus (2019-nCoV / COVID-19) is spreading over the world. Currently (March 2020) attempts are being made to contain the virus. In the meantime, a vaccine against this new virus is being developed.
The Cape Verdean government has taken a number of measures in response to the spread of the coronavirus. Protection measures are taken at international airports, including temperature investigations. The Cape Verde government has set up a free helpline that you can call if you would like more information about the virus: +238 (0) 800-1112 (Portuguese only). There is also a special website from the Cape Verdean government with more detailed information and the latest updates about the virus: Covis19.cv (Portuguese only).
Update 2023: there are no longer any COVID-19 vaccination, testing or passenger locator form requirements for entry to Cape Verde.
Useful resources are:

Are visitors from the USA who are fully vaccinated in the USA allowed free travel to and within Cape Verde?
CapeVerdeIslands.org says
Hello,
The borders are open, but currently you will need to present a COVID Vaccination Certificate or a official COVID-19 test (not older than 72 hours). Please note that countries may change entry requirements at very short notice.
Best,
